The broad long-term purpose of the Napier City Council as the City's Territorial Government is described by its Mission Statement.

The Council will establish strategic and operational plans, set goals and objectives, and measure performance, consistent with the Mission Statement and Citizen's Charter.
In doing so, the Council will be guided by a set of consistent and dependable role statements, principles and values, which act as guidelines and standards for its decisions and service delivery.
