Budget 2007 will invest around $102 million over four years to provide school property for kura kaupapa Māori and wharekura.

The government's strategy supporting Māori education includes establishing new Māori language bilingual and immersion state schools under section 155 of the Education Act 1989 for kura following the Te Aho Matua philosophy. Under section 156 of the Act, designated special character immersion schools focusing on a local philosophy, rather than Te Aho Matua, are also included.

The investment will cover planning and construction of property at 17 kura and wharekura around the country, including two site purchases, for kura and wharekura already progressing through the establishment process under the Act.

"The funding represents new capital and a significant increase in expenditure for kura and wharekura compared with $18 million capital expenditure from 2002/03 to 2005/06. It would ensure special character schools' facilities met curriculum needs now and in the future, " Mr Horomia said.

"In 2007/08 we will invest $37 million in special character school property, with an additional $65 million expected from 2008/09 to 2010/11. This will ensure we provide world-class learning environments to these students and is a strong demonstration of the government's ongoing commitment to Māori education," he said.

The funding augments other initiatives in Māori medium education, including the recently launched Te Reo Matatini Māori Medium Literacy Strategy and the new draft Marautanga national curriculum statement which is due for consultation later this year, Mr Horomia said.
