New Qualifications and Operational Limits framework released

Maritime New Zealand (MNZ) has today released the new draft Qualifications and Operational Limits framework following widespread input from industry.

Available on the MNZ website, the framework differs from the draft version released for consultation in 2010.

Changes were made following extensive feedback, including formal submissions and discussions with the maritime industry. A summary of key changes is also available on the website.

The vision for the QOL framework is relevant qualifications and appropriate operational limits that meet industry needs, while ensuring the safety of vessels, their crew, passengers and cargo, and protection of the New Zealand marine environment.

Key principles guiding the development of the framework include quality, relevance, clarity,
consistency, sustainability, flexibility, responsibility, safety/environmental protection, accessibility, currency, efficiency and portability.

Redrafting of maritime rules to give effect to the new framework has started. Further consultation on the rules will follow, with a view to implementing the new framework in early 2013.
