The Franklin Local Board has signed off its first annual agreement with Auckland Council – securing commitment and funding for community-focused initiatives.

As part of the new structure of governance, each year local boards are required to negotiate with the governing body (the Mayor and councillors) for the delivery and funding of services within their area, contributing to the council’s annual plan process.

Franklin Local Board chair Andy Baker says his board was very mindful of the council’s desire to deliver a low rates increase.

“As a consequence, we took a responsible approach to our agreement, and this was obviously appreciated by the governing body, which accepted the agreement almost as presented to it.

Some key initiatives confirmed in Franklin Local Board’s agreement are:

Commitment from the council to reprioritise Auckland Transport budgets;
- for the redevelopment of the Pukekohe rail station (including a park and ride facility, and better access to the Manukau Road side of the tracks)
- progress plans to establish a similar rail facility at Drury.

Protection of funding assigned for sports park development and an additional $100,000 for development works of the Waiuku waterfront area

Funding allocated for Orere Point public toilets

Confirmation that the Franklin Local Board can retain funding set aside for the former Franklin District Council’s community loan scheme

Approved discretionary funding for operating and capital expenditure of over $350,000.

Andy Baker is delighted with the result and proud of the responsible attitude the board took towards this process in difficult times.

“The governing body recognised we were not demanding a Christmas stocking full of goodies. After four long days hearing the wish lists of all the CCOs and other local boards, we were applauded for the focused, realistic nature of our presentation.

"This means that in addition to funds included within the former budgets of the legacy councils, these new priorities are now included in council and CCO plans.

“The impetus for rail station projects is great news for the people of Franklin, especially those who use or want to use public transport."

Now attention turns towards the draft Local Board Plan which the board is seeking feedback on from July 8. The draft plan is the blueprint for future local initiatives and community activities for the next three years and beyond.
