Lyttelton and Sydenham residents, building and business owners will get an opportunity next week to provide feedback on the Christchurch City Council Suburban Centres Programme draft Master Plan framework they helped develop for their earthquake-damaged suburban commercial centres.

More than 400 people took part in the Council-led Suburban Centres Programme workshops and focus group sessions held in May and June 2011 to put forward their ideas and aspirations on how their commercial centres could be redeveloped.

Programme Manager, Healthy Environment Jenny Ridgen says the community workshops and focus group sessions provided invaluable local information for the design phase of the master planning process.

“The process involved two draft master plans being developed simultaneously. Council staff and consultants have pulled together the results of the community workshops and focus group sessions, financial models and research, to create the initial framework for the draft Master Plans.

“These frameworks were tested and validated and the results will be presented to elected members and the community as options and ideas that will lead to the development of draft Master Plans.”

Following the upcoming community feedback sessions the ideas and options will be further developed before the draft Master Plans are presented to the Council, who then decide on whether to adopt the plans and how to progress with the implementation.

Ms Ridgen says Lyttelton and Sydenham communities will get an opportunity to see how some of their ideas may have been utilised and incorporated into the plan for their suburban centre.

“Involvement from the community has been crucial for the development of the draft Master Plans. It is now up to the community to let us know if we have got it right,” she says.

Lyttelton and Sydenham are the first two suburban centres to have begun the rebuild process with a series of community, building and business sector workshops aimed at producing a draft master plan. The commercial areas centred around the shopping centre on the corner of Worcester and Stanmore streets (Stanmore shops) and Selwyn shops (at the intersection of Selwyn and Rosewarne streets) have also been identified as requiring a master plan approach.

An additional master plan will be developed for Ferry Road / Main Road corridor, a vital arterial that connects the city to the sea. Sumner’s community-led master planning approach already initiated by Sumner residents, building and business owners will be supported rather than led by the Council.

Other centres are in contention for master plans; however, further investigation is required to help determine the exact scope of works. In the meantime these areas will be case managed.
