Differences between the full HES and HES (Income)

The Household Economic Survey (Income) is a shortened version of the full three-yearly Household Economic Survey (HES). The shorter survey runs in the two years between the full HES to collect data on household and personal income, living standards, and housing cost expenditure.

This page outlines the main differences between the Household Economic Survey (HES), which runs every three years, and HES (Income), which runs in each of the two years between the full HES.

Housing costs

Not all types of household expenditure are collected in HES (Income). Consequently, no fortnightly diary-keeping is required, and a reduced expenditure questionnaire is used.

To allow HES (Income) to be compared with the full HES (which includes diary-keeping and an extended expenditure questionnaire), the full HES expenditure data used in the HES (Income) information release is adjusted – to remove any housing cost expenditure not captured in HES (Income). This part of the expenditure data was less than 2 percent of the total aggregate housing cost expenditure for the full HES in both 2006/07 and 2010/11, so the adjustments made for this are relatively small.

However, the different structures of the expenditure questionnaire between HES (Income) and the full HES affect comparability of the mortgages and loans information between the two forms of the survey. For this reason, mortgages and loans, and total housing costs, from the 2010/11 HES (Income) are only compared with previous HES (Income) years.

Expenditure classification

The New Zealand Household Expenditure Classification (NZHEC) is used to classify expenditure for HES (Income). NZHEC is based on the internationally recognised Classification of Individual Consumption According to Purpose, but has slight modifications to better match household spending patterns in New Zealand. Since HES (Income) only captures part of the housing cost expenditure that the full HES does, a subset of the full NZHEC is used for HES (Income). In the information releases, the NZHEC codes that apply are grouped into these housing cost type categories.
