MARLBOROUGH

In exercise of the power contained in Section 342(1)(a) of the Local Government Act 1974, and in accordance with the Tenth Schedule of that Act, public notice is hereby given that the Marlborough District Council proposes to stop legal road containing (1) 0.0440 ha adjoining Part Sec 28 Opawa District, being Section 4, SO 443449; (2) 0.0309 ha adjoining Section 5 Block 1 Clifford Bay SD, Section 1 SO 6086, Part Section 2 Block 1 Clifford Bay SD, being Section 5, SO 443449; (3) 0.0348 ha adjoining Part Sec 28 Opawa District, being Section 6, SO 443449, (4) 0.0402 ha adjoining Section 1 SO 6086, Part Section 2 Block 1 Clifford Bay SD, being Section 7, SO 443449, Marlborough District.

Explanation

Construction of the Blenheim Sewage Treatment Plant (BSTP) and associated facilities on Council land at Hardings Road, Riverlands are programmed to commence in summer of 2011/2012 and run through to late 2013/early 2014. To enable the area to be used for irrigation of effluent and the construction and ongoing operation of a wetland, it is proposed to stop four sections of legal road; two of which will become esplanade reserve and the other two are within river.

Council proposes, subject to obtaining any necessary consent, to construct a public walking track from a new car park off Hardings Road, north along the western boundary of Council land to the Opawa River. The walkway will then go east and north-east along the riverbank to the Wairau Estuary where it will link with an existing Department of Conservation walking track that extends into the Wairau Lagoon area.

Purpose

Should the road stopping be completed the land will be transferred to and amalgamated with the adjoining landowner’s titles.

Further details of the proposed road stopping, including the plan of survey showing the portions of road to be stopped, may be inspected at the offices of the Marlborough District Council, Seymour Street, Blenheim.

Anyone wishing to object to this proposed stopping can submit a written objection to the Council no later than Friday, 16 December 2011. The submissions should be addressed to Judith North, Marlborough District Council PO Box 443, Blenheim 7240.
